PURPOSE OF THE ROLE
To have responsibility for:
Leading the team responsible for the delivery of all Council housing responsive repairs in relation to Mechanical and Electrical works and Gas works for Enfields housing stock.
Overall responsibility for ensuring that all properties receive periodic checks in line with statutory, regulatory and compliance requirements
Being the principal point of contact for all responsive mechanical and electrical services in Council Housing
Delivering an intelligence based service ensuring high standards of service delivery
Development of relevant planned programmes working with the programme delivery and asset management team where required
Ensuring that all team targets are achieved and monitored robustly.
Key Accountabilities:
Lead the Mechanical and Electrical team and provide effective leadership and organise the workload and deployment of resources.
Effectively manage external contractors delivering Mechanical and Electrical Responsive Services ensuring performance and budget targets are monitored and met.
Undertake effective monitoring of all relevant performance indicators in respect of Mechanical and Electrical services and manage toward targets, using intelligence and data to monitor costs and resource requirements ensuring the service and any other projects are adequately resourced.
Provide advice to officers on matters relating to responsive M&E maintenance, in regard to issues of performance, specification, budget and contract monitoring.
Work with the planned team in the development and delivery of planned Mechanical and Electrical Programmes to ensure these are consistent with the councils wider asset management aspirations.
CRITERIA
Skills and Experience:
A relevant minimum professional qualification e.g. BTEC or equivalent through training and experience
A track record at Manager Level of achieving customer centred outcomes, in an organisation dealing with large scale responsive and cyclical mechanical and electrical programmes.
Experience of delivering an intelligence based service and able to demonstrate and evidence the application of organisational learning
Experience of building, leading and motivating teams and acting in partnership with others as an enabler and advocate, and of successfully working with elected and/or Board Members.
Experience of managing and controlling Mechanical and Electrical programmes, and delivering successful outcomes from contract administration processes.
Knowledge:
Up to date knowledge and understanding of relevant legislation and regulatory framework specific to Mechanical and Engineering services in a Council Housing context
Clear understanding of contract management
Knowledge of the use of data to manage services, improve performance and inform organisational learning
