We currently have a vacancy for a Group Accountant to join Cardiff City Council in an ongoing contract. Working Mon to Fri for 25 hours per week.

The Cardiff Capital Region City Deal Wider Investment Fund totals £495M and comprises of £375M of UK grant funding, passported via Welsh Government over the next 20 years and a Capital contribution of £120M from the 10 Local Authority (LA) Partners.

It is envisaged that the investment fund will spend resources in advance of receipt of funds and therefore, a significant borrowing requirement is envisaged, both short and long-term.

This gives rise to a number technical issues such as:

(i) How investment fund borrowing should be structured amongst LA Partners;
(ii) Minimum Revenue Provision (MRP) implications;
(iii) Contracting, invoicing and VAT implications?
a) In your view what are primary considerations in respect of points (i) to (iii) above;
b) Provide suggestions as to how the issues may be resolved, including details of the stakeholders that will need to be involved in the resolution process
