Job Description: Team Leader (Traffic Systems)
Responsible to: Network Congestion manager
Primary Purpose:
To manage the operation and delivery of Transport for Buckinghamshire's Traffic Signal, UTMC and ITS Functions.
Duties and Responsibilities:
1.To lead and direct the activities of the ITS team
2.To performance manage, co-ordinate and provide support to the ITS team in accordance with the agreed corporate PDR and training processes.
3.To develop and deliver the annual business plan in accordance with agreed corporate timescales and to work with the Network Congestion Manager to develop a longer term plan for the team.
4.To be responsible for all works relating to ITS, UTMC and Traffic Signal maintenance operations, including quality of work, compliance with specifications, materials and productivity
5.To audit and inspect works as required.
6.To oversee the County Council's Confirm database for ITS equipment. To be responsible to ensure the database is maintained, new assets are added promptly and to focus on improving the accuracy of the data.
7.To ensure there is appropriate collaboration and liaison with the Asset Management team to enable an Asset Management approach to be followed
8.To liaise with external suppliers and the TfB Commercial team to ensure suitability and delivery of materials and equipment and that the Signals Maintenance and other contracts are effectively managed to meet CPIs and to offer value for money to the client..
9.To be responsible for ensuring an appropriate process for emergency responses is in place and active.
10.To liaise with Buckinghamshire County Council's Contact Centre regarding customer queries in this area.
11.To ensure monitoring of, compliance with, and reporting of the relevant corporate Performance and other Management Indicators in accordance with the agreed corporate approach
12.To use the TfB Management Systems for recording and monitoring correspondence, and maintaining appropriate record.
13.To be responsible for the provision of information to the Third Party Claims Manager.
14.To actively seek efficiencies, innovation and best practice in all activities, undertaken by the team and to work collaboratively with other contracts to share such information
15.To provide appropriate support with regards to the development of strategy, policy and business planning.
16.To be aware of and implement relevant quality and performance standards.
17.To adhere to all Health and Safety requirements of Ringway Jacobs and TfB and to take an active and engaged approach to Health and Safety appropriate to a leadership role.
18.To act as an ambassador for Transport for Buckinghamshire at all times.
To carry out any other task requested by Network Congestion Manager or Senior Management Team as commensurate with the level of the post.
Qualifications & experience
·1st Degree or equivalent qualification in a relevant discipline
·Proven experience of working with signals and ITS equipment.
·An understanding of the local contract arrangements.
·An understanding of commercial and financial requirements.
·Effective management of cost and value reporting.
·An ability to effectively manage staff and Supply Chain Partners.
·An understanding of the principles of safety management.
·An understanding of the principles of risk management.
·An ability to deal effectively with peers, client representatives, stakeholders and third parties.
·An ability to effectively manage conflicting and changing priorities.
·An ability to show continual improvement.
·Proficient in the use of computerised works management application.
·Committed and methodological approach to resolving complex signal issues.
·Extensive experience of ITS principles and practices
Excellent written and verbal communication skills.
