Due to a period of significant growth, we have an exciting new vacancy for a Group Programme Management Office Lead to join us. You'll be based in our vibrant modern office within Manchester city centre and we require an enthusiastic individual to become an integral part of our team.
Overall Purpose
* The Group Programme Management Office Lead (PMO) will be responsible for playing a proactive role in the reporting, definition, implementation, promotion, execution and development of PMO delivery methods & standards
* Initially focused on support delivery across our European markets this is a startup where the establishment of basic template documents and processes will need to be implemented, followed by education and then transitioning into a delivery assurance role
* The PMO Lead will be responsible for the identification, creation and development of standards, tools, process and culture to ensure fit for purpose approach to the delivery of change, from inception to implementation
Key Responsibilities include:
* Governance & Planning management Set up and execute appropriate governance to support delivery
* Risk Issue & Dependency management - Maintain and monitor list of key department level risks, issues and dependencies and proactively track through to completion. Ensuring the correct level of focus is given in management meetings and escalation of issues
* MI & Reporting Coordinate the streamlined collation of information about the health of function and provide a single source of MI, reporting and metrics to the Group COO and Change Board as required
* Configuration management Develop, implement and maintain an accessible electronic repository/library to act as the Programme Management Office communication portal
* Communication & Stakeholder Management Provide a communications hub for the programme which supports programme standards and internal programme communications
* Support for Function deliverables Become a programme, Quality Assurance and Incubation SME and provide support and ownership to manage work within the pipeline
* Produce and maintain an overall Portfolio plan in line with Arrow strategic goals
* Takes ownership and maintain quarterly portfolio level planning process and deliverables
* Monitor and review all portfolio metrics, including costs, budgets, staffing requirements, resources and risk, ensuring that there are appropriate and effective governance arrangements, supported by reporting
* Drive a consistent approach across all programmes and projects and work with other areas of the business to help improve their monitoring and reporting
* Manage the approval process for new projects (from initial analysis stage, through to full business case approval)
* Define and gain appropriate sign-off for the programmes resourcing strategy during the initiate phase
* Create and maintain a resource plan as part of planning and monitoring activities and formally request resources
* Maybe asked to act as a PM for occasional projects
Expertise
* Self-starter able to operate effectively in a wide span of work activity (adept in translation of the requirements of the business into practical plans and execution thinking and driven to deliver) and influence at different levels of the organisation
* Strong skills in project management techniques including planning, scheduling, risk management and change. Project management qualifications of interest (Prince 2 or MSP)
* Strong understanding of project/portfolio processes including reporting, quality, budgeting, finance and controls but especially benefits realisation
* Previous experience of working with technical teams including an appreciation of the development processes and lifecycles
* Previous exposure to a large and complex portfolio of technical and non-technical programmes/projects
* Experience in resource planning and tooling
* Exposure to regulatory requirements and control is highly desirable
* Excellent reporting and analysis skills including MS Excel and other appropriate PM/Reporting/Risk tools
* Previous experience with balancing and managing senior stakeholders up to Executive level
* Drives continuous improvement particularly with regards to templating and frameworks
* Experience of technology and project management office within global financial institutions
* Experienced team manager with a reputation for creating strong teams and bringing junior talent through to experienced level
* Proven history of governing technology solutions to meet aggressive and ambitious business agendas with the appropriate quality, timeliness, stability, cost effectiveness and sustainability
* Able to negotiate and influence at all levels and lead without authority
* Strong communication and presentation skills

* The challenges faced in role are complex and sometimes ambiguous and need analysis, experience and knowledge applied
* Excellent problem solving skills, the ability to quickly broker solutions and resolve conflict situations are key requirements of the role
Resource
* Whilst the role has no formal direct reports, it will be expected to engage other teams and colleagues in the delivery of milestones relating to strategic change programmes
* The role holder will be expected to oversee relevant programme budgets
