Job Type: Full Time, Permanent
Salary: up to £40,057 per annum

About the role:
As the Planning Implementation Manager you will be responsible for leading and managing the Council`s Planning Implementation team which will support the delivery of high quality sustainable development throughout the Borough through the successful delivery of an efficient and customer focussed development management service, effective planning compliance and the provision of town planning support and specialist advice to projects and initiatives that contribute to the implementation of the Council`s plans for, economic growth and housing delivery.
Responsibilities:
- Develop, manage and maintain excellent working relationships with developers, professional agents, councillors, parish and town councils, service providers, other council officers, community organisations and members of the public and apply the highest levels of customer care towards maintaining those relationships, helping local communities to understand and maximise the benefits of new development and ensure this approach is consistently applied by the team
- Identify and promote best practice and develop a culture of continuous improvement that consistently drives up standards and ensures that the team delivers high quality, efficient and customer focussed services
- Be a lead planning specialist / expert, particularly in relation to development management, ensuring that appropriate professional advice is given to members, colleagues and other stakeholders
- Manage, oversee and apply the agreed officer delegation procedures ensuring proportionate, risk aware decisions are made having proper regard to legislation, planning policies and all other relevant planning considerations
- Take a lead role in supporting the efficient management and development of the Councils` Development Panel, including chair and other members briefings, liaison and specialist member training
- Be responsible to the effective management, monitoring and use of designated budgets and resources.
- Adopt and encourage a culture that ensures continued professional development in line with corporate and RTPI requirements, recognising gaps in skills and knowledge and identifying and delivering appropriate training to ensure a high level of skill and knowledge is maintained throughout the team
- Work with diverse communities and people to support their access for involvement and to services
About you:
- Degree or equivalent qualification providing eligibility for full Membership of the Royal Town Planning Institute and demonstrate extensive experience
- Ability to provide vision and leadership to staff within a specialist team to provide a high quality service to customers
- Proven track record of working in a highly politically orientated environment, requiring the use of judgement and balance between professional and political influences
- Extensive experience and knowledge of the planning system and current planning issues and in particular development management
- Experience of developing and leading innovative outcomes in relation to development management or other related planning projects
- Experience of excellence in a relevant service or professional domain particularly in areas related to development management
- Experience in managing a planning or related team and effectively managing performance
- Excellent working knowledge of statutory regulations relating to development management and related matters and a clear understanding of local and national policy
- The ability to work outside of normal working hours to meet the needs of the service
